The Ministry is responsible for preparing and implementing the French government’s policy in the fields of sustainable development, climate, energy transition, and biodiversity .
With regard to water, the Ministry is responsible for the management of inland and marine waters, the conservation of water resources, combating pollution, remediation, the prevention of water-related risks, the conservation of aquatic environments and biodiversity.
The Drias Futures of Climate portal was developed with Météo-France in collaboration with French laboratories (CERFACS, CNRM-GAME, IPSL) and working closely with users from local authorities, the research sphere, major industrial groups and SMEs, engineering firms and associations. Initiated in 2009 and part of the National Plan for Adaptation to Climate Change, the DRIAS project (an acronym corresponding to “access to regionalized French climate scenarios for the impact and adaptation of our societies and the environment”) benefited from significant support from the ministry of sustainable development, in particular through the research programme on managing climate change impacts (GICC). The launch of the Drias Futures of Climate portal constitutes a major cross-cutting achievement for the national plan for adaptation to climate change.
Météo-France
The aim of Explore 2070 is to assess the impact of climate change on water resources in France for the 2050-2070 period and to draw up and evaluate adaptation strategies. Led by the Ministry in charge of environment, this model takes into account the impacts of climate change as well as demographic changes and developments in the various sectors that use water, while opening up discussions on the adaptation of these sectors. Explore 2070 is the result of multi-actor, multi-topic, collaborative efforts to share scientific results with decision-makers. These results make it possible, among other things, for water Agencies to incorporate the impacts of climate change in the future Water Development and Management Master Plans (SDAGEs) and, more broadly, in the basins' initiatives and discussions on adaptation to climate change.
At the end of 2018, France adopted a second national climate change adaptation plan (PNACC-2), which will be implemented during the five-year term of office. It aims to implement the actions necessary to adapt France by 2050 to a 2°C rise in the Earth's average temperature compared to the pre-industrial era by involving regions and major sectors of the economy such as agriculture, industry and tourism. The implementation of these actions will be based on four new priorities: the territorialization of the adaptation policy, the overseas territories, the use of Nature-Based Solutions, and the involvement of economic sectors.
La mise en œuvre de la compétence GEMAPI (Gestion des milieux aquatiques et prévention des inondations) appelle aujourd’hui à des solutions devant permettre d’accorder la prévention des inondations avec la gestion intégrée des milieux aquatiques. Des utilisations innovantes de ce type de solution ont été développées en particulier dans le bassin versant de la Durance dans les Alpes du Sud françaises, où une problématique de terrains érodés existants et d’excès de sédiments fins dans les rivières est responsable de la dégradation des milieux, terrestres et aquatiques, ainsi que d’un accroissement du risque d’inondation. Afin de réduire ces apports de sédiments tout en initiant un processus de restauration écologique de ces milieux dégradés, une utilisation innovante du génie végétal a pu être réalisée, via son rôle de contrôle de l’érosion et de la sédimentation, au sein du bassin de la Durance.
The Hai River Basin, which covers 318,000 km2 and four provinces (Hebei, Shanxi, Henan, Inner Mongolia) and two large municipalities (Beijing and Tianjin), was selected to develop a pilot 4-year project. It especially aims to test the application in China of some mechanisms for basin management, water pollution control and eco - system protection, used in France since the 1964 Act, which created the Water Agencies.
