INTERACTIVE WEB CONFERENCE Increasingly, government agencies (often municipalities) bring lawsuits seeking compensation for contaminants found in public water supplies. These are civil lawsuits brought outside the regulatory framework that usually target private businesses. Rather than seeking cooperation in clean-up efforts, the lawsuits seek money damages. The government agencies often partner with non-government attorneys working on a contingency fee basis. This webinar will provide an overview of litigation trends and will address the following: * Where is this litigation most active? * What does the government authority have to prove in order to recover damages? * What role do regulatory cleanup levels play in these private suits? * Does it matter that the contamination is below regulatory levels? * How do plaintiffs establish links between particular chemicals and industry groups?

For over a year now, the African Water Association has undertaken a strategic partnership with the International Water Association (IWA). The recent merger between the ESAR-IWA and the AfWA as well as the opening of an IWA agency in Africa therefore represents one of the key actions of this partnership. As a consequence, there is a synergy as regard the actions carried out by both organizations through the meetings at the international level dealing with the African water and sanitation sector related issues. Among these, one can mention the participation of the AfWA in the latest IWA Development Congress held in Mexico City from November 15th to 20th 2009, and the participation of the IWA in the AfWA 15th Congress held in Kampala, Uganda, from March 15th to 19th 2010 during which the IWA organized many sessions dealing with various thematic related to the water and sanitation issues in the world and particularly in Africa.

The workshops are organised in the framework of the project “Sustainable Development in Lake Areas”, which is supported by Fondation de France. The general objective of the project is to support initiatives in sustainable development by exchange on good practice of participatory implementation and local sustainable development. The exchange shall lead to capacity building of private actors, NGOs and local governments in environmentally sensitive areas. The thematic workshops will contribute to the development of local democracy and to a more participative management of environmental resources, in order to fill the gap between European citizens and their institutions, and also via feed-back to decision makers to contribute to environmental and rural policies that better meet peoples’ need for participation. The project’s objectives are - to exchange experiences about different participatory implementation strategies of Nature 2000 and Water Framework Directive (WFD) in concerned rural areas - to give local actors and authorities better access to practical knowledge about sustainable Nature 2000 and WFD implementation strategies via exchange with successful projects - to develop political proposals to regional, state and EU governments to use the existing participatory options that are provided from EU-side in order to support sustainable development in rural areas.

Livelihoods depend to a large degree on access to safe, sufficient and reliable water resources. Various places on earth suffer serious water quality and scarcity problems which pose severe threats to public health, food security and enhanced livelihoods. These could be mitigated by using simple small-scale 3R solutions to address large-scale problems. 3R solutions provide hands-on means to enhance water quality and quantity issues. Groundwater recharge, fresh water storage and water quality improvement are examples of some 3R solutions with proven results. Groundwater use and recharge and rainwater storage can be optimized for water quality and climate change adaptation, especially for those living under fragile socio-economic environments. Managing local water buffers enables dealing with increased climate variability, water quality and availability issues simultaneously. In cooperation with local communities these solutions are implementable on a large scale, if more actors start applying and funding 3R approaches. The objective of this seminar is thus to demonstrate that 3R can be effectively used for improving water quality issues through presentation of some findings and best practices on Water Recharge, Retention & Reuse. A 3R water quality toolbox will be presented to showcase an application-oriented view and exchange of already applied practices and experiences.

Le 76e Congrès et l’Assemblée générale de la Fédération internationale des associations de bibliothécaires et d'institutions (IFLA) réuni du 10 - 15 Août 2010 à Göteborg en Suède a élu le poster SADIEau comme le meilleur de la 76e session du congrès qui avait pour thème : "Accès libre au savoir, promouvoir un progrès durable". SADIEau, le système Africain d’information sur l’eau, financé par la facilité Européenne de l'Eau avec un cofinancement du MAEE (France) et de DFID (Grande Bretagne) rassemble aujourd’hui une vingtaine organisations africaines anglophones et francophones. Le comité de pilotage du projet est constitué de OIEau (France) - pS-Eau (France) - CREPA (Burkina Faso) - WDEC (Grande Bretagne) et OMVS /RAOB. Le congrès de l’IFLA constitue le « forum mondial des gestionnaires de l’information » au même titre que le forum mondial de l’eau réunit les professionnels du secteur de l’eau. SADIEau a été présenté devant 3 334 congressistes venant de 128 pays, parmi 400 communications et 170 posters. Ce prix est un encouragement pour poursuivre le renforcement de SADIEau dans les prochaines années à travers tout le continent africain.

Les autorités locales et régionales ont su saisir cette opportunité pour contribuer à la Stratégie pour l’Eau en Méditerranée. Elles ont été attentives à ce que cette contribution soit bien prise en compte lors de la conférence ministérielle sur l’Eau qui s’est tenue sous la Présidence espagnole de l’UE à Barcelone en Mai 2010. Cette contribution devrait également constituer une partie essentielle de la session Méditerranée lors du Forum Mondial de l’Eau qui se déroulera à Marseille en 2012.

La saison pluvieuse 2010 en Afrique de l’Ouest s’est ouverte avec des tempêtes de grêle en Guinée et les pluies les plus fortes que le nord du Tchad ait connu depuis 50 ans. Les inondations ont tué au moins 80 personnes et détruit les maisons, les ponts, les fosses septiques, le bétail, les récoltes et les réserves de nourriture ; des barrages se sont rompus, et les puits et les latrines ont été submergés. Le Réseau intégré d’informations régionales de l’ONU (IRIN) fait le point sur la situation.

L’ONU-Eau a récemment publié une note politique intitulée « L’adaptation au changement climatique : le rôle central de l’eau », destinée aux praticiens et aux décideurs de la gestion des ressources en eau, aux décideurs sectoriels ainsi qu’à ceux qui élaborent les politiques en matière de changement climatique. Cette note expose les investissements et les changements politiques significatifs nécessaires. Elle insiste également sur le fait que les enjeux dus aux impacts du changement climatique sur les ressources en eau requièrent des stratégies d’adaptation aux niveaux local, régional, national et mondial.

Après plus de quinze ans de débats sur la question, 122 pays ont voté en faveur d'une résolution de compromis rédigée par la Bolivie et consacrant ce droit, tandis que 41 autres se sont abstenus. Le texte "déclare que le droit à une eau potable propre et de qualité et à des installations sanitaires est un droit de l'homme, indispensable à la pleine jouissance du droit à la vie".

La próxima conferencia internacional « EURO-RIOC 2010 », organizada por el « Grupo de Organismos de Cuenca Europeos para la implementación de la Directiva Marco», tendrá lugar, por invitación de las Agencias del Agua francesas: Los días 22, 23 y 24 de septiembre de 2010 en MEGEVE – Francia La reunión se organizará alrededor de grandes temas de actualidad para la implementación de la Directiva Marco (DMA) en las demarcaciones hidrográficas nacionales y transfronterizas en particular: El balance de la elaboración de los Planes de Gestión de la DMA, su contenido, las modalidades de seguimiento (indicadores, manejo…), Los Programas de Medidas 2010 - 2015, aplicación, movilización de los protagonistas, contratos locales, financiación de las actuaciones, La implementación combinada de la DMA y de las Directivas « aguas subterráneas », « inundaciones » y « medios marinos », Las estrategias de adaptación a los riesgos de sequía en Europa: estrategias nacionales, observaciones, sistemas de alerta…, Las medidas que deben preverse para la adaptación de las Masas de Agua a los efectos del cambio climático, gestión de los recursos, desarrollo de las altas cuencas, solidaridad aguas arriba-aguas abajo, optimización de las demandas de agua, política agrícola, hidroelectricidad, navegación fluvial, embalses, trasvases, etc. La cooperación con los Países vecinos, no miembros de la Unión Europea, para la aplicación de los principios y métodos de la DMA. Le 28 avril dernier, en partenariat avec l’institut anticancéreux Claudius Regaud, l’Université Paul Sabatier et sous maîtrise d'ouvrage de l’Association Ampère, la société Loïra inaugurait à Toulouse un pilote industriel pour tester son nouveau procédé Loïlyse visant à éliminer les composants actifs chimiques (les xénobiotiques) présents dans l’eau qui résistaient aux techniques actuelles d’épuration, mêmes les plus innovantes. Après deux mois de tests à échelle industrielle, Loïra annonce aujourd’hui que les essais d’élimination par photochimie sont validés sur 7 familles de produits chimiques.
